They'd have to take the long view.  First is the power plant - what kind is it, what needs to be done (as you've mentioned) to get it working etc.  Does that power plant type need to be the one running or is an older type better for the meantime?  Transmission lines ... how is power brought from the power plant to the factory(ies) and residences?  How far is it?  More questions would surely arise in the process.
