I set the tech limit at 9 and thought it could be used by the Oriflamen Marines but it could also be used for the Empire of Solee or any tech 9 world. The hardest part was coming up with a drive system, contragrav is avalible at tech 9 but HEPLAR isn't till tech 10. I tried ducted fans and finally settled on HBT.
